
Stormwater Resources for Developers and Contractors
IDEM Construction Stormwater General Permit
This is the new IDEM permit that was previously known as the Rule 5 Permit. This establishes requirements for stormwater discharges from construction activities of one acre or more to protect public health, existing water uses and waters of the state. The Notice of Intent (NOI) will need to be filed prior to any land disturbance and a copy sent to this office. The city also requires an Initial SWPPP Inspection to verify all erosion controls are in place prior to land disturbance. A qualified person will be required to perform routine inspections at the site.
They shall be conducted weekly and by the end of the next day after each measurable rain event (0.5” of rainfall). Inspection reports shall be kept on site or made available within 48 hours of the MS4 request. An information packet will be provided at the Preconstruction Meeting.

Individual Lot Erosion Control
While an individual lot does not require a CGSP, under our Stormwater Ordinance there are requirements to be followed to prevent stormwater runoff and pollution. These requirements are included with your building permit and can be found here. Any grievous violations may cause a Stop Work Order.

Road Updates Planned Near Lebanon Lilly Site
Several road improvement projects near the future Eli Lilly and Company campus are planned by the IEDC/Pure Development to provide safer and more efficient access to area homeowners and personnel working on the project. The contractors performing this work will ensure access to homeowners.
