The Limitless Exploration Advanced Pace (LEAP) project was launched by the IEDC.
Lilly Lebanon API
Lilly Lebanon API will be home to one of Lilly’s future active pharmaceutical ingredient sites, and when completed, the company anticipates it will be the largest API production site in U.S. history.
Lilly Lebanon Advanced Therapies
Lilly Lebanon Advanced Therapies includes a full spectrum of genetic medicine modalities from research-stage development through large-scale commercial supply.

Lilly Medicine Foundry
The Lilly Medicine Foundry will combine research, manufacturing, and the latest technology to innovate new production methods and scale global access to clinical supply for Lilly’s growing pipeline.
The Meta data center project represents a more than $10 billion investment in the region. Meta expects the first buildings to come online in late 2027.
In 2024, Citizens Energy Group commenced the Citizens-Lebanon Water Supply Program (CLWSP) to supply water to Lebanon Utilities as a wholesale customer. Construction will include extending water mains; constructing booster stations and water storage provisions; and expanding two water treatment plants.
Lebanon Utilities (LU), in partnership with Citizens Energy Group (CEG) and the Indiana Finance Authority (IFA), plans to build new infrastructure to supply up to 25 million gallons of water per day.
The additional supply supports residential, commercial, and industrial growth, especially in the Lebanon Civil and LEAP Innovation Districts.
State Road 32 runs between the Meta and Foundry sites. The realignment of State Road 32 is currently underway.
The goal of this effort is to provide improved service due to the growth from the LEAP Lebanon Innovation District, providing a new corridor for residential and commercial growth.

Lebanon Utilities General Manager Ed Basquill, Water & Wastewater Operations Manager Ryan Ottinger, and Lebanon Mayor Matt Gentry took part in some “myth-busting” on an episode of the #LovinLebanon Podcast. Citizens Energy Group has put together a lengthy list of facts to counter myths that have been shared in public forums, and on social media. Here’s an example:
[MYTH: Citizens is planning to send 25 million gallons per day directly from Eagle Creek
Reservoir to the LEAP District.
FACT: Citizens has agreed to provide up to 25 million gallons per day to Lebanon Utilities as a
wholesale customer, not directly to the LEAP District. That water will come from the entire
Citizens water system, not from Eagle Creek alone. There is no direct pipeline from Eagle Creek
to the LEAP District.]

Water Info to Keep You in the Know
Lebanon Utilities and Citizens Energy Group continue to collaborate on water delivery and service to the LEAP project and the City of Lebanon.
Below is a breakdown of how much water is expected, and when it is forecasted to arrive.
The images of water tower construction near Eli Lilly Foundry were shared by Lebanon Utilities. In June of 2026, Lebanon Utilities also gave a tour of the additions being made to the city’s Wastewater Treatment Plant. Images from the tour are also in this section of the webpage.
