The Indiana Economic Development Corp. has begun seeking proposals for a 1,000-acre mixed-use village district in Lebanon that will be part of the LEAP Research and Innovation District.
The request for proposals, made public July 14, is seeking a master development partner for the residential and commercial portions of the LEAP district, which encompasses more than 6,000 acres north and west of the Boone County city. (LEAP stands for Limitless Exploration/Advanced Pace.)
The village is expected to include housing, retail, hospitality and dining venues, and recreational spaces, as well extensive public infrastructure. The IEDC has partnered with Chicago-based brokerage JLL to solicit responses from prospective development partners.
“We want the right partner. LEAP is the largest innovation district in the state, and one of the largest in the country,” IEDC spokesperson Hope Orono said in an emailed response to questions from IBJ. “We want a vibrant mixed-use development where residents can live, work, learn, and play in a community. One of the best ways to achieve that is to work with an outside developer.”
The area proposed for mixed-use development would be north of State Road 32 and west of Interstate 65 and U.S. 52. At least a portion of the village’s western boundary is expected to abut the $10 billion Meta data center development. The northern boundary would generally be in line with County Road 250 North.
The multimodal Big 4 trail would bisect the property, running northwest to southeast through the center of the village.
